Purpose.Justification of sustainable development of fuel and energy resources of Ukraine for the period up to 2030 taking into account improvement of public rental policy, a balanced growth of GDP, stimulation of technical and techno-logical innovations, rise of energy efficiency in industry and social sphere.
Methods. Methodological basis of research is the methodology of institutional economic theory, analysis of development indicators of energy strategy and mineral resource base of Ukraine for the period up to 2030, analysis of annual balances of the reserves of fossil fuels and institutional equilibria of social and economic development of Ukraine.
Findings. The analysis has been done of the modern state of system problems of development of fuel and energy complex of Ukraine. Scientifically grounded conceptual positions have been developed of the taxation of mining rents while mining fuel and energy resources. Priority directions have been justified of improvement of the mineral resource base of fossil fuels and sustainable development model of own production of oil, natural gas and fossil coal for the period up to 2030.
Originality. Development of scientifically methodical provisions of rental relationships, connected with production of fuel and energy resources, and the rationale for their sustainable development for the period up to 2030 taking into account the institutional peculiarities of Ukraine.
Practical implications. The obtained results will make it possible significantly adapt and supplement “National program of the development of mineral-raw materials base in Ukraine for the period up to 2030” and “Energy strategy of Ukraine up to 2030”, substantiate fully the prospects of reforming of rental relationships and taxation of mining rents in Ukraine as well as establish in the sphere of geology and mineral resources an effective system of reproduction of technologically accessible and profitable reserves of fossil coal and hydrocarbons in order to increase their production to ensure the viability of all industries and social sphere.
